Tseng had gotten a call that Rufus was off on his own in Corel. This had gotten the Turk a bit worried. The President couldn't just walk around without a guard at his side. That could get him killed, or worse. Corel wasn't the best place to be seeing as Barrett was probably running the mines. He wasn't completely in the loop as to who was in charge, but with the man travelling about to the oil wells it was unsure who was controlling the mines. Yes, Rufus probably wanted to obtain the mining rights for the company, but he should not be going without an escort. Half the miners would probably want to kill him after the company putting the reactor nearby.
The Director finished up his work on the outskirts of Edge and headed straight to ShinRa. He needed to get to Corel as quickly as possible, unable to get a hold of the President. He'd gotten the information he needed as to the location and was headed there as quick as possible.
Instead of going to the town, he had decided on North Corel. It had been a while since he'd needed to operate the helicopters. But he quickly worked off the rust and was outside the town. Tseng shifted out of the helicopter and brushed the wrinkles out of his suit, checking the he had his PHS, materia, and gun again. The last thing he wanted was to be out without the proper protection. Especially if he needed to protect the President alone. He normally had backup when they came to this part of the world. They were less accepting of the man, especially after Meteorfall and Deepground. They blamed the company, even if the problems occurred before he was president.
Tseng scanned his surroundings and started off. It had been a pain to land in this terrain, but it was much easier than Cosmo Canyon. The ground kicked up quickly and there was many trees. Corel wasn't as dangerous in that aspect. He walked, his boots gripping the ground well as he scouted for Rufus. He had to have had a pilot at least. Rufus might have been able to pilot a helicopter, but he wouldn't do it by choice. Hopefully the pilot was bright enough not to let him walk off alone.

Rufus hopped off from the helicopter, the spray of debris kicked up by the rotating blades blocked from scraping his pale skin with his raised arm. Rufus stepped from the helicopter with a grace and purpose defined by his confident motions and sultry expressions. The white fabric of his sleeve brushed against his forehead, tickling the President's smooth flesh. Dark Nation leapt from the copter's carriage and padded up to stand proudly at his master's side. The black war hound extended his tongue in short, labored pants. Rufus coolly reached into his overcoat's pocket, pulling from it a pair of dark sunglasses. Placing them on his face his long fingers combed through his bangs to assure himself a state of mind that his bangs covered the unsightly scar just beneath the golden tresses.
This part of the world was always so hot, much more so than the rainy plains of Midgar. Reaching up Rufus would tug at his collar, popping open the first two, top buttons of his collared shirt to allow his chest to cool off before beads of sweat began to gather on the surface skin. Flapping the collar slightly, the executive fanned himself mildly. His eyes slipped closed at the feeling air against his cheeks, no matter how dry it felt. The lack of humidity was what made this heat far less bearable. It burned the throat going in, and made blinking a sporting event as one fought to keep loose dirt from sticking to drying eyes. After giving himself a moment to settle off the helicopter after disembarking: the executive checked his gear. Reaching to his hip he would make sure his shotgun was ready to grab, and brushing his thumb over the back of the hilt. He went to retrieve his phone from his right pocket before placing it to his ear, listening for a tone. After he heard the soft hum of static, the male drew the device from his face. He was thankful the Worldwide Network was back up. It made it easier to communicate with the Turks and restore the information that had been corrupted by Hojo. Though it seemed there was some new data left behind by it all that he could make use of. The thoughts caused him to curl his brows upward, as too did the corners of his mouth.
“Remind me who was the one in charge of retrieving the Huge Materia?” He called to his pilot as he snapped closed his phone and began his march forward.
They had landed the helicopter just on the other side of the mountain, nearer the base of the tracks that led up to the mountain. It had been Rufus’ choice to land here, but the brutality of the afternoon sun had him reconsidering his decision. The man reached up and flicked back the longer strands of hair that hung at the sides of his head, which annoyingly tickled at his neck when he moved. With his collar open they had become a bit more of a noticeable annoyance. With a sigh he began his forward march. Ahead of them was the partially repaired railroad bridge. The transportation had come back into use with Wallace’s discovery of oil. They had discovered the crude material a rather useful fuel, but the labor cost far outweighed its manageable use. It was far too unstable.
Shinra had thought long and hard about resolving the energy crisis. For Edge it was easy enough. The water that flowed deep under Midgar and Edge provided an immediate source of energy, but it was an old method granted by Planet’s meager offerings. It would only provide so much power. The idea of use hydro energy had come from the Underwater Laboratories in Junon which used stronger mechanisms thanks be to constant churning of the ocean. With the lack of trees near the Midgar region and the open plains, the sun provided a stable amount of heat energy. Rufus had yet to figure out how to capture this energy on a more permanent basis, but research was on the way. To do such they needed materials. His goal was a simple twist of reality. He would symbolically tear down the Makou reactor in Mount Corel while it would give him a sufficient amount of materials to build a brand new machine, a machine of his dreams!
He wanted the sleepy mining town for himself, but to do that he had to play his hand and show them he was not the monster his father had paved the way for. Though he was the monster of his father’s creation, he simply had to show them he was now. First thing was first: inspecting the old Reactor.

Well this was different. Cissnei couldn’t help but think to herself as she flew the helicopter carrying none other than her boss Rufus Shinra, President of the Shinra Electric Power Company. She had refrained from doing field work as much as possible since her return to the company. She had blamed herself for things that were out of control. She saw her missions thru after that, but once she was free to go she hesitated to return. However, it was the only life she had ever known and it was nearly impossible to go about living freely when you were a Turk. Everything she was; everything she will ever be belonged to the company. So she found herself once again wearing a suite and wielding Rekka.
It took the Turk by surprise and a bit a back when Rufus come in to her office, tossed her keys to the copper, and said that she was to accompany him. She looked as if she was stricken dumb for a moment. Had he accidentally thought he was in one of the other Turk’s offices. No that couldn’t have been it, he was looking directly at her and knew she wasn’t them. She wasn’t one of his main people. She wasn’t Tseng, Reno, Rude, or Elena. It was possible that Reno, Rude, and Elena were off somewhere else….but Tseng….he very rarely left the president’s side. Had the two of them had a disagreement and Rufus was just acting out.
She sighed to herself. She was making them seem like a married couple. Oh well, either way she wasn’t about to let the president go along, nor was she going to deny a direct order. She grabbed her blazer and followed Rufus out to the helicopter. She would have much rather taken her motorcycle but it didn’t seem that was going to be possible with the two of them and their destination. “Sir! Where are we heading too?” She had shouted as the engines roared to life and they had lift off. “ Corel?” She had wondered what he hoped to achieve there. If they got in trouble she might not be strong enough to protect him. She would give her life…but then what? He would be on his own after that. She need to find away to let someone know where they went. She would have to trust that someone would be able to pass the info along as she sent it across her secure phone.
The copter closed in on Corel and the blades died away as the President jumped out. Once the copter was settled she took her ear phones off and jumped out of the copper next to Rufus. “I believe that it was two underlings….possibly acting on their own to impress the company. Not saying they weren’t suppose to acquire the material; just that two underlings going about such an important task on their own doesn’t sit right with me. Maybe I am thinking too much into it. No names have been given as far as I remember in the reports. Only that it was a failure if I recall.” She paused. “Is that why we are here, sir?”

Tseng had been in a bit of a rush to get to Corel. However, the pace was not obvious by his appearance or attire. His suit was still perfectly assembled. His tie was straight, suit jacket was fastened shut, and not a hair was out of place. The man's expression was untainted as he kept his neutral and calm demeanor. The Director had himself looking about the area before he'd even stepped down from the helicopter. Sometimes the added height allowed the pilot to gain his bearing and locate his destination. He had not seen anything from the sky, so his best bet was to attempt to the President's course of action. If the Turk could evaluate that knowledge alone, he'd be able to pin point Rufus's destination.
He'd headed off down the side of the cliff a bit, his boots keeping him from losing his footing. The only reason Rufus would have chosen this location would be for the minerals. Their current scientist were developing ways of harnessing energy from this type of material. But, he also knew from the reports that the cost was too high for most people to be able to afford. It was possible he wanted to negotiate a better price for the element. At the same time, this would not have been done on a whim.
This caused the director to pause in thought. Was it possible that he wanted to look over the Reactor? That reactor was where everything had changed for Rufus. That was where the Turks had learned of his betrayal of ShinRa. They had taken him prison and saved his life. They spent a few years with the man in their custody, the start of their communication and mutual yet silent agreement to work together. Rufus was far from a sentimental man, yet it seemed like a good place to start. He adjusted his direction and worked on getting himself to catch sight of the reactor.
It wasn't long till the familiar voices caught his ear. He didn't catch the first comment. But, he recognized Cissnei's voice instantly. That could only mean that she had accompanied him. The question had seemed to be about the huge materia. Tseng remembered a lot about the materia before his encounter with Sephiroth. He had accompanied Scarlet in her search. He remembered reading a report that Reno and Rude were involved with transporting one of them as well.
He decided to make his entrance as he shifted onto the main road, dusting off his suit a bit. "I do remember Scarlet and myself being involved in one search for huge materia. The only failure was the attempt at destroying Meteor with it. I suppose walking into the middle of this conversation makes me wonder why you are in Corel discussing huge materia. At least you were wise enough to bring a Turk..." He glanced and nodded at Cissnei, a faint smile appearing. He had not really seen the woman recently. It was nice to see she was in good health as well. In a way, that nod and smile was going to be her only greeting for now.
"...Do you care to explain?" He asked, knowing Rufus might not be too surprised at his appearance. Cissnei would have probably heard him coming. But he hadn't been concerned with the woman becoming defensive originally. He honestly had not looked as she was not truly a threat to him. He had simply appeared, any Turk would have reacted if they didn't realize who the figure was approaching. Yet, he had been more concerned with other issues that watching Cissnei's response to his presence was far from a priority.

Sometimes working with people meant that they grew to know you and your every quirk. They knew when you were up to something and were suspicious of your every actions. It really sucked the fun out of being a megalomaniac sometimes. He could have taken with him Reno and Rude, even Elena stood to be the perfect target for a predator, but they had worked with Rufus far too closely. While Reno had a more laid back personality when it came to dealings, Rude was very introverted when it came to speaking. While he got along fine with the pair and they were model employees, their quirks clashed with the executive’s goals. Reno, though playing a very ignorant role, was a bit too smart for his own good and would not ignore a chance to ruin someone else’s fun or play his part as a sadist. Reno was very good at his job, sometimes a little too good. Rude, though very quiet, followed his role well and did what was needed, but not much more. He could be very good to start a fight, were a fight needed, but never were it unnecessary. Together the pair were a molotov cocktail -- in the drink holder of a motorcycle. They were very dangerous. The pair did not work so well individually because Reno was Rude’s seal breaker while Rude was Reno’s limiter. They provided a balance, a strange sort of romance.
The pair’s street smarts were useful, but would cause a trainwreck on this mission that was not needed. After the last trainwreck here people did not look to the Turks with kind eyes. They would not take to the finer points of his plans and cause calculated difficulty. He could have taken Tseng or Elena, but that too was a troublesome prospect. Elena was duty bound, trained under Shinra rule since childhood with her sister. For them nothing was more sacred and failing to follow the numerous protocols and rules set by his father’s dominion was sacrilege. At least Tseng had the sense to use those protocols to his advantage and careen through loopholes, but when it came to risking his safety it was also quite a deniable request, even if from the President. Where Rufus wanted to go, he needed someone with a bit more ignorance and plenty of trust in the system, but not so much that they would refuse to follow common sense. There was no doubt in Cissnei’s loyalty and no doubt in her loyalty to the well being of the common man. She was the perfect prey.
He had entered the office under the pretense of inspection, of course those present had no idea, and that was the official document sent to the Director, he who had to keep track of all of Rufus’ tasks, not because he was a secretary, but because Rufus was a Shinra. The capacity a Shinra had in finding trouble was an irrefutable part of their nature. Curiosity always got the best of a Shinra. Rufus was no slouch when it came to getting into things he should not. By the time everything began falling apart at headquarters and his father lay dead with a blade in his back, the late Shinra’s body was not yet cold before Rufus found out and was on the balcony’s edge in a matter of hours. Of course that led to the inevitable confrontation with the so-called Ex-SOLDIER Cloud, but he knew there was more than meets the eye. Even still he wanted to test it for himself, this Ex-SOLDIER, the one who Hojo had held such interest in… Disgusting man, but he was not interested in the boring.
Cissnei was the perfect choice. But they would not be alone long. Rufus’ little attempt to throw the Director off the trail would only buy them some time. It would not surprise him if Tseng caught it straight away, but because it was a report filed under any level of importance, he would not get to it straight away. Rufus knew how to manipulate the system to get what he wanted. Right now he wanted to reclaim Shinra Property before scavengers found well to take the useful metal remains. So long as the rumors of the Lifestream and Makou vapors being poisonous and deadly, it kept plenty at bay, but there were still the desperate, willing to do anything for such a transient material object such as money. It amused him sometimes. When Cissnei answered his question he would glance over to Dark Nation who padded ahead of them on the path. He had not yet alerted for monsters or any other questionable visitors, but his paws shuffled through the glittering silt below. The rocky hillside had been mostly eaten away by old mining operations, long since ceased with the discovery of makou energy. Much of the stones that remained in the mines were unwanted refuse. But recently Shinra scientists had discovered it was possible to draw energy sources from larger stones. And though it was to be a useful motive power source, it was far too costly with current technologies to take advantage of it, leaving to depend on the developing and booming hydrocarbon economy.
When his question was answered the executive scratched at his chin. There were many who were desperate to keep their jobs. Perhaps they could see the world on its way to collapsing and wanted to ensure their place. He shrugged softly.
“Sometimes, in desperation, a man will give up his humanity if it means living for an eternity.” It was what the late Shinra had done.
He wanted to become a god, and in doing so have gave up his humanities to stand above all other human. He wanted to be the great king that stood atop the mountain. As he drifted through his thoughts, trying to remember just exactly who had enough rank to send soldiers on wild goose chases for the Huge Materia, suspecting either Heidegger or Scarlet, the executive heard a distinct, blaming tone, confirming a portion of his suspicions. He was so close to his destination. The Reactor was just a few feet away. What a shame. He was so close to freedom. Rufus smiled, one that hid all the intentions in the world, yet held absolutely none. The man settled his hands on his hips while Dark Nation gave a soft ‘woof’ in the Turk’s direction, shaking his head before turning to pad ahead of them. Rufus reached up to adjust his bangs, unconsciously fixing the strands of blond hair over the left side of his face. They hid the scars of his accident and were truly a shame for him to beholden.
Rufus shrugged. “There doesn't seem to be anything wrong with revisiting one’s memories. After all we had such fun back in those days.” Either Rufus was being sardonic or he was a true blooded sadist.
Either way that appeared to be his excuse. he continued to stare at Tseng a moment before looking down the trail Dark Nation was padding along. Adjusting the collar of his suit, Rufus would face Tseng, that smile never fading. He felt sleighted at his chance and would help himself to some wiggle room. A thought came to mind, a lovely distraction just for Tseng. It was not going to be easy to convince him to let Rufus head forward alone. Too many familiar faces often brought problems with them. Tseng was not the most pleasant sight on first glance. Though he was, profoundly, a man of the people: his stern expression and straight laced stance kept many at a distance, especially while donning his uniform, the infamous casual wear of the reapers of death. Someone always seemed to disappear when the Turks were around. Cissnei had a more approachable air to her, more useful in these sorts of situations.
If one of these miners caught them lurking about it would spell out unwanted complications. “How are the others doing these days Tseng?” Rufus took a step forward so he stood arm to arm with the Director, a sly grin piercing the man’s devilish charms. “It has been a long while since I’ve been able to size everyone up for inspection. Perhaps we should do that again some time.” Of course he specifically considered Veld and his handpicked minions.
Veld was a man of stature and appearances. If he saw the state of the current Turks, in terms of number, he would be quite intent on fixing that. Tseng’s comments and sudden appearance had put Rufus in a bad mood in his head. A bit of a harsh lashing was his way of tossing out the tension, which quickly passed, luckily. He chuckled, lips pulling back as he reached up to pat Tseng’s shoulder, that devilish grin being replaced with a smile, showing the passing mood.
“Well, not that it matters currently.” Rufus offered. “Let’s be off. I might as well take you with me too.” He teased before marching after Dark Nation who had given pause for his master to catch up. “In truth I am merely acting upon my duty as the President of the Electric Company and decommissioning faulty hardware.”
Rufus shuffled his hands into his pockets and he shrugged his shoulder at the matter at hand. He finally decided to respond appropriately. But that in itself was no excuse proper. He was, as he said, the President, and had many minions who could do the work for him, so why did he decide to come here personally? The man said no more and marched to the entrance of the reactor. Here makou freely flowed from the vents, no longer restricted by the lifeless extraction machines. There was always a curiosity to the machines. They were old technology that had long since lost their origins, but in the end they had been passed down the Shinra family for generations. Their intelligence and ingenuity had always come naturally, as was their grossly uncontrollable curiosity. Coming to the main panel Rufus laid his hand over the keypad and dialed in the number. He seemed without worry as many have come to report hellish mutations come from the Reactors. Though it was not wholly false, it was only due to the refinement process that these animals and machines were violently malformed in growth and aggression. Perhaps that was what lay in error with all those experiments. Giving aggression to a soldier was like lighting a fire in an igloo. Something was bound to give and melt away. The door hissed open, a fog of makou flowed from the reactor, the mixture reduced by the dense mist of Lifestream that seemed to flow in through the ground vents.

Cissnei stood next to the president as his animal pet came to his side. She thought she hard footstep not to far away from them and her head turn sharply to look. She moved a few steps in front of Rufus and in the same swift movement her Shuriken, Rekka, was at the ready. She held it with her right hand by the mid section of one of the 4 arrows. Her right arm with the weapon crossed over her body to her left shoulder making it easier for her to toss. She stood side ways and her eyes narrowed in the direction of the sound. She waited. It would be bad for Shinra's image if she attacked to find out it was a wondering civilian. She would side glance Dark Nation to see if he became restless, but he didn't. Soon a familar voice came to her ears and she lowered her weapon. Shifting her weight to her other foot and placing her left hand on her hip made for a more relaxed stance.
"Yes you and Scarlet did go after the huge materia, but if I recall the ones that were after the one here were just underlings." She nodded back at Tseng. Honestly part of her was glad to see him. She knew that the President could be a hand full at times and she wasn't sure that she would be able to handle him on her own. Tseng seemed to alway manage to keep him somewhat in line and for that she admired him for it.
Come to think of it...Maybe that was part of the reason Rufus had picked her to come with him. He knew that she couldn't full control him...nor would she question him at that time. It was the perfect way fro him to do what he wanted, when he wanted, without being held back and still being able to say he brought a safety precaution with him. She sighed at the very thought. Rufus really was a devilish trickster. One of these day he was going to get himself in to trouble that he can't get out...and possibly killed. That thought made her sick to her stomach. Rufus probably deserved many things....but death wasn't one of them. He was still human and trying to change. At least that is what Cissnei was lead to believe and that wouldn't changed until he gave her a reason for it to change. Seeing the good in people....that was a lesson learned from Zack. She just hoped that that lesson wouldn't have her end up like him anytime soon.
Cissnei wasn't the most informed or trusted of the Turks and probably for good reason. Anything she wanted to find out she normally had to search for on her own. Her talents normally ranged from being the distraction to watching, listening, and waiting.
As Tseng turned his attention to Rufus, Cissnei's eyebrow rose and a smirk played across her features. Rufus was on his own in trying to explain things to Tseng. She was merely the tool that he brought and didn't really know anything herself. At the same time she knew that the Sly devil would manage to talk his way in and out of anything. She decided that on this day, Tseng was fighting a loosing battle. So she made her way to follow Dark Nation. The two dogs, Herself and Dark Nation, turning to pause ever so often for Rufus and his other dog, Tseng, to catch up.
When Rufus punched in the code and the doors open Cissnei clenched her weapon. She took control of her breathing and her heart rate to lower both of them. A calm washed over her and her body loosened and relaxed. Fear was no long a term for her. Her mind cleared itself and she became ready for whatever might be behind that door and in the belly of the reactor. She had a feeling this wasn't going to be a good idea but she made a promise to follow the President into hell. So into hell they went.
